Affordable Housing Program

West Central MN Communities Action Inc, (WCMCA) is working in partnership with the MN Department of Corrections, Minnesota Housing Finance Agency, Greater MN Housing Fund and other agencies to create quality, affordable housing in West Central MN for families at or below the 80% state median income.

Homes built by WCMCA can vary in size up to 1,264 square feet of living space on each level.  Typically homes have 2 or 3 bedrooms, 1 bath, kitchen/dining area, and living room on the main level.  The lower level or basement includes furnace/utility room; rough ins for a future bathroom and space for future bedrooms, home office and or family room.  Lower level is typically unfinished when sold to the buyer.

There are a variety of sizes and floor plans available to choose from depending on your family’s needs.  Homes can be modified for Handicapped accessibility upon request. 

Homes are built by 25+-year veteran carpenters and minimum-security inmates.  Our homes are high quality, durable, energy efficient and require minimum maintenance.  All homes are inspected by a building inspector to ensure compliance with state and local building codes.

Homes can be built in town, in the country, on land you own or on lots we own.  We currently have building lots in several locations.  If you are interested in a location where we don’t have lots, WCMCA housing staff can work with the city or EDA and attempt to acquire one to meet your needs.

Warranty:

All new homes come with a 2-10 Warranty Program, which consists of a 1-year workmanship warranty, 2-year mechanical warranty and a 10-year structural warranty.  This is provided with the purchase of every new home to give the home buyer additional security.

Qualifying:

The first step to ownership is to obtain a commitment letter from a lender stating the maximum amount of mortgage that you can qualify for. If the fist mortgage does not cover the purchase price of the home, then WCMCA, Inc. staff may be able to provide the homeowner additional financing options such as:

  • Gap Financing: Monies up to $15,000.00 with 0% interest, which are not repaid until the first mortgage is satisfied or the home is sold.  Households must have children and or disabled individuals to receive this program.  Up to $25,000.00 may be available to a disabled individual who required handicapped accessibility improvements. 
  • Small Cities: Monies available in certain locations, which are not repaid unless you sell your home before the specified amount of years.
  • Tax Increment Financing: Monies available in certain locations, typically these monies do not have to be repaid.
  • First Time homebuyer programs (lower interest rates)
  • Programs with as little as 1% down.
  • Rural Development as low as 1% financing.

    WCMCA housing staff may be able to assist you in the mortgage process or refer you to lenders that have a variety of lending programs such as:
  • ECHO Grants
  • CASA Grants
